Although the term constituent countries is sometimes used by official government bodies in the UK, such as the Office for National Statistics, it is rarely used otherwise. The British Embassy in the United States uses the word countries on its website, rather than constituent countries: "The United Kingdom is made up of the countries of England, Scotland, Wales and Northern Ireland."[8]

England is the mother country. I didn't exclude it because it doesn't fit the same criteria as the constituent countries that it presides over.

how can wales, scotland etc be countries when the british government can pass laws that render the legislative body of the 'country' null and void?

The head of state in Wales, a constituent part of the United Kingdom, is the British monarch, currently Queen Elizabeth II (since 1952). Executive power is derived by the Queen, and exercised by the Parliament of the United Kingdom at Westminster, with some powers devolved to the National Assembly for Wales in Cardiff. The United Kingdom Parliament retains responsibility for passing primary legislation in Wales. The National Assembly has regulatory authority over laws passed that are applicable to Wales, and has limited power to vary these by secondary legislation. The National Assembly is not a sovereign authority, and the UK Parliament could, in theory, overrule or even abolish it at any time. However, its powers are set to increase as the Government of Wales Act 2006 will allow it to speed up the passage of 'Assembly Measures'.

The National Assembly was first established in 1998 under the Government of Wales Act. There are 60 members of the Assembly, known as "Assembly Members (AM)". Forty of the AMs are elected under the First Past the Post system, with the other 20 elected via the Additional Member System via regional lists in 5 different regions. The largest party elects the First Minister of Wales, who acts as the head of government. The Welsh Assembly Government is the executive arm, and the Assembly has delegated most of its powers to the Assembly Government. The new Assembly Building designed by Richard Rogers was opened by The Queen on St David's Day (March 1) 2006.

The current First Minister of Wales is Rhodri Morgan [4] (since 2000), of the Welsh Labour party who form a minority government, with 29 of 60 seats. The largest opposition party to Labour, with 12 seats, is Plaid Cymru; The Party of Wales, which favour Welsh independence. Plaid Cymru is currently led in the Assembly by Ieuan Wyn Jones. The presiding officer of the Assembly is Plaid Cymru member Lord Elis-Thomas. Other parties include the Conservative Party (11 seats), the Liberal Democrats (6 seats) (who formed part of a coalition government with Labour in the first Assembly), and Forward Wales (1 seat).

In the British House of Commons, Wales is represented by 40 MPs (out of a total of 646) in the Welsh constituencies. Currently, Welsh Labour represents 29 of the 40 seats, the Liberal Democrats hold 4 seats, Plaid Cymru 3 and the Conservatives 3. A Secretary of State for Wales sits in the UK cabinet and is responsible for representing matters that pertain to Wales. The Wales Office is a department of the United Kingdom government, responsible for Wales. The current Secretary of State for Wales is Peter Hain.

As bolded above, The British House of Commons has MPs from Wales. How do you propose that works, if Wales is an independent country?

i work with the world health organization a lot and it considers england, wales, northern ireland and scotland to all be part of the 'united kingdom of great britain'. britain is akin to UK. england has no more status than the other three, although many people incorrectly equate england with britain. england is part of britain. southern ireland is a separate deal altogether. technically, there are five countries there, with four of them being part of one kingdom. each of the four is "ruled" by britain but does possess many separate legal rights, like issuing their own currencies. i would list five countries:

England

Scotland

Wales

Northern Ireland, and

Southern Ireland.

although, with Guelph maintaining its country status on the list for almost a day now, im not so sure any of us has it right. ;)

Just doesn't make sense to me that they are all independent countries, but yet they still report to someone higher who was ultimate control over them.

canada still requires royal assent for passage of federal legislation. so, is canada not an independent country? in fact, as stupid as it sounds, one could argue that the queen is more constitutionally entrenched in canada than she is in the UK because of the constitution act of 1982 requiring unanimous provincial support for succession from our constitutional monarchy. the queen is here to stay.

ok, "Ireland" or "Éire" or "Republic of Ireland" then, as opposed to "Northern Ireland". and here "republic" simply means screw the monarch.

Royal Assent is a signature, it doesn't mean that the Queen or another legislative body can inflict their will on Canadians. "The Queen reigns but does not rule."

You're taking a very simple approach to this. Do you think the UN is a country because we have an ambassador too?

it most certainly does mean that she can inflict her will on Canadians by instructing the GG to refuse to sign 'whatever'. in fact, several LGs have refused royal assent, as recently as the 1950s. is it likely that a GG would refuse royal assent today? not at all. but it is still theoretically possible. and some quebec sovereigntists lament that this power could be put to the test if legislation would ever be introduced to make quebec a separate country. that's one of the reasons quebec refused to sign the constitution act - it effectively still allowed an outsider to have a say in our governance.

yep, thats what im saying. simple me. and angelina jolie and david beckham represents the sovereign goodwill countries of hollywood and soccer, respectively. doh! :P
