I think they're pretty brutal. Granted, I object to the way people overtake public space with noisy cell phone chatter, I don't think the way to reclaim that space is to abruptly and covertly hijack people's phone calls. A rude problem not well solved with a ruder solution. And besides, if someone's cell phone mysteriously cuts out all of a sudden, do you really think they'll just quietly hang up and put it away? Not so much.

Couldn't someone somewhere cook up a case of liability against a user if a 911 call is disrupted or prevented from happening?

Jamming phones could be very controversial if there isn't fair warning to people so that they know (i.e. in a movie theater an ad would come on saying that there is a jammer present).
