For folks who haven't been following this stuff, bill C-15 is a reincarnation of bill C-26 that the conservatives proposed in late 2007. Just a heads up for those interested in reading up on it all.

Here's a video of Mr. Nicholson (who introduced bill C-15 earlier this year) refusing to answer Libby Davies, when asked to present evidence that mandatory minimum sentences work for drug crimes
