Proposed SOCAN Tariffs

Tariff #3 in particular looks like it could complicate things for owners of cabarets, cafes, clubs, cocktail bars, dining rooms, lounges, restaurants, roadhouses, taverns and similar establishments.

My question is whether or not it will discourage live music in small venues? Perhaps there are various hoops already in place that don't impact the *scene* and this'll just be a slightly different process
