I'm no fan of Juggalos, but to qualify the lot of them as a gang is pretty absurd. As a group, I would venture to say that they are similar to Phish folks in terms of the unfair mass categorization and generalization they are subjected to. A term most often used when describing people who work for, but are not members of organized crime groups (eg: bike gangs). I would bet it was to help drive their point across.
