freerange
i've been in the fortunate position as part of a team which succeeded in building a low power fm station when i was in school. Beats much of that stuff builds as you go...evolves as you go i find. A grassroots approach does work...eg. a good acoustic sounding room doesn't neccesarily need to be soundproofed. the cost outlays for us while hemorrhaging from overhead were comparitvely low for gear. VLPFM transmitters will drop in price in next few years. AM Low Power are already super cheap as we have moved from quality of broadcast to quality of media. the mp3 of a podcast at present is only a little better than an AM signal. In bizzarro world campus community may own the fm dial in a few years. optimistic i think but the big conglomerates may leave for bigger money in digital radio.
