I just got appointed project manager of a $3 million dollar budget, and have signing approval for anything up to $1000. Kind of scary isn't it? His view is that corporations who tightly control and centralize spending decisions in the name of saving money (believing that front-line individuals are dishonest, irresponsible, and out to rip off the company) have it backwards: he advocates giving managers discretionary budgets of thousands of dollars, and believes it can save money, as those individuals who face the problems and are familiar with the decisions will find the correct solutions in less time than it takes to go through an approval bureaucracy, and won't waste money or spend it frivolously.
