Below is the response from the Federal Voters' assistance Program website (www.fvap.gov) quote: If you residency has never established in the US, Americans born overseas who has never resided in the US can vote only if a parent was a resident of one of the following states immediately before leaving the country: Delaware, Georgia, Hawaii, Iowa, New York, Massachusetts, Oklahoma, Oregon, Rhode Island, Tennessee, West Virginia, or Wisconsin. The Federal Post Card Application(FPCA) is used to apply for an absentee ballot. You can access the FPCA either at the nearest U.S. embassy or consulate, or from our website. Just click on http://www.fvap.gov/pubs/onlinefpca.html. For all instructions on filling out the form , including the proper address to mail the form to your county of residence in your state, please click on http://www.fvap.gov/pubs/vag/vagchapter3.html.
