I'm basing that on some quip from Townshend, who by his own account breathed a sigh of relief in the mid-70s when he was feeling a bit tuckered out and all sorts of punk bands were filtering out of London and NY with the same sort of "grrr/fuckgoddamnit" he'd been trying to cultivate for a few years.

I've always considered the Who to be punk rockers.

That whole 'Mod' thing was just because they hadn't started saying punk yet.

The Kinks, however, are one of the main ingredients, from the UK, of what good music is all about. I dare say, grandpas of punk.
