Did he fess up, or just finally acknowledge that as occupier of the highest office that the ultimate responsibility for executive decisions (made on faulty intelligence or not) must lay with him?Both Truman and Clinton had a "The Buck Stops Here" placard on their desks to remind them of this necessity.
