As a festival insider of sorts, I know what they are up to:

What they are trying to determine is what demand is set by the brand of the actual festival and what demand is created by the lineup. If the early birds sell fast without a lineup, then in future years there may not be the neccesity to spend gobs on talent.

There are several festivals that are looking at ways to reduce costs, and talent is a good portion of the expenditure. A typical cost structure for the money laid out on talent vs. cost for the rest of the festival is about 40/60. And the money brought in from ticket sales usually only provides a return of about 30 to 40% of the total costs.
