Wrong. In the article, they defined "action" as the the time between the snap of the football, and the whistle at the end of the "play". In hockey, the parallel would be the time between the puck being dropped to start a play, and the whistle for the next stoppage. Like I said, for hockey, that would be very close to 60 minutes (give or take for OT and shootouts). And in basketball, there are times where the clock is NOT running, but there is active play.
