The forums have been upgraded to a brand new version of IPB. I'm no expert on what you'll find new but the improvements are mostly self-evident. The earth-toned skin wasn't compatible so for now we're stuck with the pre-canned blue scheme. I'll search for a new theme to buy and apply.

IE 11 is just as fucked as ever. I get the same panel issue in IE 11. Changing the link type appears to show the correct fields in the link pop-up, however, the OK/Cancel buttons aren't enabled. If you can't use chrome or anything other than IE 11 - just use bbcode for links/images [url=http://www.google.com/]google[/url]

strange. your link dialog is showing panels for all three link types at once. Definitely try another browser (or updated browser). There must be some kind of javascript error your browser is throwing. What browser/version are you using?
