THe idea with the precautionary principle is to weigh a) the likelihood of X event happening the cost of dealing with it c) the potential cost of not dealing with it d) the potential benefits of dealing with it. I think if the US had used the same principle with real evidence on Iraq they wouldn't have gotten past point A. On the other hand, if you look at climate change, if scientists are even 90% sure (which, according to the IPCC, they are MORE than 90% sure), and the massive potential human and environmental impact of inaction, the cost of dealing with the issue (in terms of economic slowdown or whatever) seems pretty small in comparison. Further, the principle is actually specific to environmental issues, for whatever that's worth.

  6. good point. In climate change lingo we call it the "precautionary principle". Do we really want to wait 'till all the science is neatly in line and 100% undisputed before we start doing something and the meantime potentially fuck ourselves even more? Not me.
  7. One thing that you've got to remember Ollie is that the people who use terms like "potential" and "likely" are the scientists. Scientists aren't like journalists, who tend to throw around certainties without a second thought (in journalism, people don't want to hear about 'possible', they want to hear about 'imminent' or 'certain'). Science research has these qualifiers categorized right down to the percentage point (eg. 95% = very likely, 90% = likely, 98% =virtually certain, etc.) which makes for 'weak' press in comparison with the language used by politicos and journalists, so I think the fact that you see reports citing "potential" threats may have more to do with the discourse in which the research was conducted than the fact that it's just not that serious an issue. HOpe I was clear.
  8. a couple of thoughts: - Disagreeing with the science of climate change and disagreeing with the political framework put into place for dealing with it are two very different things. I think canada does a shitty job on the homelessness issue, but that doesn't draw into question the fact that there are homeless people in canada. Which part of the issue are you sceptical about? - Your quote argues both sides of the issue (the science and the policy), and I'd argue that the real the dissent is about how global environmental policy should be negotiated, no about whether climate change poses real risks, or is aggravated by human activities. I think you'd find there is very little REAL debate about the latter, more a matter of splitting hairs on how much/how quickly, etc.
  9. some of the comments one th page that this was posted (forget which newspaper) suggest that the management don't actually inform their staff of the fact that they're decieving the customer. They just have the link for the best buy website open into the intranet instead of their website. So, the staff and the customer are kept in the dark. Totally scummy.
  10. I used to go watch a lot of Swiss LNA when I lived in Geneva. It was particularly cool during the lockout 'cause I got to see a bunch of the big name guys from the NHL play in this tiny arena. They definately LOVE their hockey. I think Bern, Davos and Lugano are among the favorites there. Funny thing, the coach for Geneva is Chris McSorley, Marty McSorley's brother!

  12. are you getting an exclaimation mark over the sound settings in the device manager? If so, you might want to find out which variety of sound card you've got in there and downloading a generic driver for it.
  13. Wow, never even heard of that before. Definately worth trying. When you've got footnotes, TOCs, and Endnote (citation software) code all in one doc I"m sure that there's a bunch of errors. I'll give that a shot now. I can tell it's still messed up because it takes a good 15-20 seconds for the full doc to open from Word. Just did my methods comp (doing a qualitative "bricolage", meaning a combination of case study, critical discourse analysis and participatory action research), and now moving on to the theory paper, looking at the monitoring and evaluation of adult vocational education programs in international development. Sexy stuff. ps. Is this Jason?
  14. Cashier's error in my favour, ultra-aged quebec cheddar (possibly the oldest quebec cheddar I've seen on the shelves here) for 99 cents! Shoulda been 4.99 but I guess the cashier had fat fingers. YUM!
  15. yeah, it's my comps. And I think I'm seeing why it's causing a problem, I'm on revision #248 of the document (7750 mins of editing time, according to the statistics window)! Fortunately, I think it's pretty much finished so I'll probably just convert it to PDF and leave the .doc file sit (until I have to integrate it into my dissertation, which'll fuck everything up, I bet). Amazing that they haven't dealt with this kind of glitch after however many years. Mattm, no chance on upgrading the computer. It's a laptop, and the 1gb of RAM i have should conceivably be more than enough, IMO. Ah well, just so long as it doesn't crash or something.
  16. I saved it, closed Word, then reopened it and it seems to be going better. And yeah, I've become almost obsessively paranoid about backing up (emailing the paper to myself before going to go take a piss, etc.). 1.5 years of work riding on 2 35-page documents. So friggin' stressful.
  17. Working on this huge paper right now (10,000+ words) and Word keeps flashing this "repaginating" message along the bottom of the screen. Every time I scroll around on the docuemtn it does it again for several seconds. Is this normal? If the doc fucks up I'll die!!! Thanks for any advice.

The recent senate report on Africa is recommending a total dismantlement of CIDA (Canada's International Development Agency) Here's a recent editorial about it: I see this as possibly going 1 of 2 ways, using the report as impetus to chop staff and funding from CIDA (and taking the good and the bad out at the same time), or putting our heads together and figuring out how aid dollars can be more useful to those they're supposed to serve (including reducing canadian overhead, massive staffing in Ottawa, shitloads of administrative red tape, etc.). Unfortunately wtih the current gov't in charge I have my doubts.

    you guys got suckered on teh CTF word-mincing. REad it again: The driving bill was for 1.5 years worth of travel, not at all related to the COP. Total shady journalism on their part. The COP is 2 weeks long, so 5,500 over 2 weeks is pretty chill for the President of the conference (host country's minister of environment presides each year), IMO. My own total allowance for one of these things in Montreal (if I was coming from out of town) would be close to 4000 US dollars as a lowly UN minion (source: http://icsc.un.org/resources/getData.asp?id=canada ).
  22. a recent favorite of mine has been chocolate covered green-tea flavoured sweets. Pocky (the japanese manufacturer) makes them, and there's even a green tea flavoured Kitkat bar that you can get (surprisingly yummy!). On a side note, I have a childhood confectionary treat that I remember eating that NOBODY I talk to can recall. It was edible paper. You bought it for like 10 or 15 cents (in 1984 or whatever) and it was a semi-transparent "page" that you ate. Anyone remember that?
  23. same here. I get cravings constantly. There's a place a couple of blocks from my place that has a meal for 11 bucks on mondays and tuesdays. Not spectacular but at least it takes the edge off my sushi jones. By the way Heather, I don't remember if you said you'd been to Kyoto before, but there's a PHENOMENAL joint right on the river in central Kyoto that had 100Y sushi that's out of this world. SOme locals directed us there last time I was in Japan. I don't know how they manage to have such good stuff for so cheap in such a great resto/location.
