An 18 year old woman drinking a beer after she just scored the game winning goal in an Olympic gold medal is not deserving of any sanction whatsoever. Since you want to make an issue of it, there certainly are times when certain behaviours are appropriate. She should have kept that in the dressing room. I despise this increasingly ubiquitous part of sports victory celebrations. Leave the kids at home. That goes for everyone: Golfers, basketball players, Super Bowl winners and ladies Olympic hockey teams (I don't think its just the women anymore). I've never seen any of the Canadian junior players crack a beer on the ice after they have won gold but we know those kids go out and get loaded. I am saying there is a time and place.
