My non-Canadian ex was visiting about 5 years ago and had a serious reaction to a bee-sting. 911 was called and not only did an ambulance arrive, but also a fully loaded fire truck showed up first. He had no travel insurance and we were almost an hour away from the hospital. The total bill for the emergency room, doctors, nurses, blood tests, medication, and ambulance was less than $400. I thought it was a pretty good deal then, and now I'm thinkin' someone misplaced a decimal.
