SaggyBalls
I'm certainly not swerving.Velvet, where you're right about behaviour changing not on its own, The DUI numbers suggest that GETTING CAUGHT AND INCONVENIENCED deters people. There is nothing about any data that proves that it's bigger fines. These bigger fines get media attention and talk around the water cooler. From Bill C-36 to the smart meters from the power company, we're either having unnecessary rules or inconvenient and uncomfortable expenses imposed upon us disguised as necessary or important. ollie
If we can agree that people used to be much more likely to drive after a few beers than they are now...Hard for me to make that comparison since I wasn't of drinking or driving age in the late '70s/early '80s, what I am presuming to be the golden age of drinking and driving. But I am shocked at the number of people I know just at work, for example, who have no compunction about driving completely sloshed. So I really do wonder if less people drink & drive now than before. bouche
Isn't it true that in the 60's and 70's when you'd get pulled over after drinking a bunch, the cops would just tell you to take it slow on the way home, or even escort you back home? I heard these types of stories about my dad, my aunt, and uncle or two. Also back then, EVERYTHING went into the garbage.
bradm
Also back then, EVERYTHING went into the garbage. Not with my family. We saved newspapers, tin cans (with the labels removed, and stomped down flat), and wine/liquor bottles and took them to the recycling depot every couple of weeks. Pop bottles (remember the old heavy glass 750mL ones?), as with beer bottles* and cans, were returned for the deposit.Aloha,Brad* I heard that back in the days when all the breweries used the same "stubby" bottle, Ontario had something like 98% of beer bottles returned for reuse, which was the envy of other beer markets. SaggyBalls
Awesome.Bear in mind that if people didn't think they'd get caught the amount of fine would be inconsequential. So for the rest of you that are reading this, I'm not just making this stuff up. While I can't find the direct quotations, some are in "Measuring Offender Risk' by Dean Champion.Of course, that's more specifically relating to incarceration but it's still punishment.Just because I can't absolutely substantiate it doesn't mean that I can't be right. Hal Johnson
in NS you can put out as many clear bags of garbage as you want. You are then allowed 1 black bag of garbage (for body parts and drug paraphanelia I guess) as well. Also, all recycling must be separated into paper and plastic, and then of course, there's your compost. Failure to comply results in your bags being left by the curb. Seems to work rather well too. In this case, I can see how fines aren't as effective. Those who can afford to pay them will gladly do so in order to not have to put in the effort. Having your garbage left on the curb telling your neighbours that your too lazy to sort it out though is another story. Very few are bold enough to allow that to happen. EDIT to add: Just realized said fine in question is up to $200. A $200 fine is likely a sufficient deterant for most...I was thinking it would be a lot less for some reason...I still stand behind my statement that leaving your garbage on the curb is as good a deterant. Cosmic ChrisC
This has nothing to do with fines, but Ottawa might only pick up garbage every two weeks now. Not sure how I feel about that...I kinda like my garbage to leave my premises every week:City of Ottawa proposes to cut garbage pickup, increase recycling and compostingBY DAVID REEVELY, OTTAWA CITIZENJANUARY 6, 2011OTTAWA — The city is proposing to collect green bins and all recycling in urban Ottawa every week year-round, but to collect regular garbage only once every two weeks. The plan is to be the subject of six public consultations this month on its residential garbage and recycling collection programs,A news release from City Hall says that everything is on the table, from garbage to blue and black boxes, green bins, hazardous waste, and the yellow-bag program that lets small businesses piggyback their garbage on to the residential collection program for a fee.The original plan for the green-bin composting program included reducing the frequency of regular garbage collection to help offset some of the costs of the green bins and to encourage people to use them wherever possible rather than having garbage hanging around the house for an extra week. City council put off that reduction, though, in an effort to avoid antagonizing residents already skeptical of the composting bins. Now, in addition to putting that into practice, the proposal is that in urban Ottawa, all kinds of recycling would be collected together every week, along with compostables. In rural Ottawa, the proposal is slightly different: Green bins would be collected every week in the warmer months but every other week in winter, as is the case now in the urban part of Ottawa. Recycling would be collected all together, but only once a month. And other garbage would be collected every other week instead of weekly. The release says the city has several proposals for the public to discuss, but a spokesman said a technical glitch is preventing them from being posted to the city website yet. When they are, they should be at ottawa.ca/wastereview.The consultation schedule is:Thursday, January 135 to 9 p.m.Walter Baker Recreation Centre100 Malvern Dr.Saturday, January 1510 a.m. to 2 p.m.Rideau Centre50 Rideau St.Sunday, January 1610 a.m. to 2 p.m.Place D’Orléans110 Place D’Orléans Dr.Saturday, January 2210 a.m. to 2 p.m.Carlingwood Mall2121 Carlingwood Ave.Sunday, January 23Noon to 4:30 p.m.Herongate Mall1670 Heron Rd.Saturday, January 2910 a.m. to 2 p.m.Bayshore Shopping Centre100 Bayshore Dr.© Copyright © The Ottawa Citizen

rubberdinghy
I agree...think this is a great idea...Besides, the city needs to offset the 4.7 million dollar OC operating deficit.
